Ryan Dabney

Ryan K. Dabney is an Operations Captain with nearly two decades of law enforcement experience and eight years of service in the United States Marine Corps. Throughout his career, he has served in progressive leadership roles including Detective, Patrol Sergeant, Lieutenant, and Special Operations Commander, and currently oversees department operations as Captain.
Captain Dabney is a certified AELE Expert Witness, SEAK-trained in deposition and report writing, and a Force Science Analyst. He provides independent expert analysis in use-of-force matters, policy evaluation, and law enforcement operational review for civil and criminal litigation.
In addition, he conducts CPTED-based physical security assessments and provides consulting and training in modern police practice. His work is grounded in established professional standards, current case law, and real-world leadership experience. A graduate of the FBI National Academy, Captain Dabney holds a Bachelor’s Degree in Criminal Justice and multiple instructor-level certifications in firearms, defensive tactics, and use-of-force investigations.
